No, you cannot create an account on behalf of someone else.

Currently you can only create an account for yourself. We do this because we want registrants to take ownership of their profiles.

You can of course speaking to your son/daughter/relative and create a profile with them.

As part of the activation we do a small online meeting to check details and photo supplied (internal use) so the registrant needs to be present.

We may look in account creation on behalf of others at a later date.
